I can't figure out how to make a app clip apple said download this to make one when I click on the link it takes me to a place to download it but nothing is there.

If you haven't yet, I suggest starting with the App Clips technology landing page, which provides a great overview of what App Clips are, and then links you to the App Clips Resources page.
From there you can watch the introductory WWDC video Configure and link your App Clips, and download and try the associated sample code, Fruta which includes an App Clips example.

when I click on this link https://developer.apple.com/app-clips/resources/ on click on app clip generator it takes me to downloads page but there is no software.
Thanks for the link! I do see the download there. Please try logging in directly to the Downloads page, then searching for "App Clip".
