For iOS it's typical to make ad hoc builds and then install the IPA via Apple Configurator 2, Xcode, a custom OTA website, etc. It's possible right now to export an independent watch app with an ad hoc provisioning profile, receiving an IPA with an app containing a "watchkitapp" bundle identifier. When trying to install the app to a phone, I get errors like "devices does not support this app" instead of proxying it to the watch like it does with a companion app.
