15% apple cut

When does the new 15% apple cut go into affect? If it is January 1st, will developers see increased proceeds by March of 2021 or before?
I've seen the reduced rate take affect in December, 2020 for USA sales. On January 2nd, 2020 I have still not seen a reduced rate for European sales, which are still at 30%.
I'm seeing 15% for app sales now in the US, but App Bundles are still at 30% for some reason. I've contacted app store connect support because there's no mention in the Paid Applications of any sales being charged anything other than 15%.

Either they're not handling bundles correctly or they need to update the Paid Apps agreement so it is consistent with the actual commission rates being charged--otherwise, it creates a tax issue because the commissions they took won't agree with your backup documentation.
Is this for individuals or does it only apply to small companies?
Thank you for the response. I see that Europe is still at 30%. Do you know when we can get information as to when that will switch to 15% too?
Same here, seeing it being 30% for EU and 15% for USA

I checked again today. It is still 30% in Europe.
