Hello,
I need help changing my entity from individual to organization! It keeps asking for a fee, but we are a non-profit organization, and have the ability to qualify for a waiver fee!

You need to contact a Developer Support human, who I think will be able to do this for you.

I converted a sole-trader account to a limited-company account and it was not complicated, but it did require human intervention from Apple.
