Issuing an iOS app user a refund for an in-app purchase?

We have some users that are requesting refunds for an in-app purchase. IS this possible. Google Play Console offers this under Order Management, wondering if App Store Connect offers similar tools.

Afaik, the user has to reach out to Apple support to do this and it cannot be done from Developer side. (Apple doesnt have something like Order Management)
