Developer account renewal & telephone support unavailable?

To renew my developer account - I went and provided my upto date credit card details and received an order acknowledgement email right after that however no other communication and I am still locked out of developer / itunes connect account with options disabled.

I have been trying to get in touch with the developer support via phone regarding my developer program renewal. However, I am always shown that "Phone support is currently unavailable." and asked to refer to the phone support hours.

This is weird because, I am calling from India and Asia Pacific -> Others timing is Mon-Fri, 09:00–17:00 SGT and I am trying to connect well within this time. I am facing this for days in row.

Anyone face this and have trouble getting in touch with developer support?
Might be different in your location, but I think for a while now the process has been to use the 'contact us' link below (eventually choosing 'Account Management') to ask for help...they respond about setting up a time for them to -call you-.
