See whole quote below

We found that your app is designed to cheat or scam customers. Specifically, the app does not provide the value to the user that is promised at the time of purchase.

Your app is not appropriate for the app store because it does not comply with Apple’s Developer Code of Conduct, Section 5.6, which states that "Apps should never prey on users or attempt to rip-off customers, trick them into making unwanted purchases, force them to share unnecessary data, raise prices in a tricky manner, charge for features or content that are not delivered, or engage in any other manipulative practices within or outside of the app.”
The next submission of this app may require a longer review time, and this app will not be eligible for an expedited review until this issue is resolved.

Next Steps
Review the Developer Code of Conduct section of the App Store Review Guidelines.
Ensure your app is compliant with all sections of the App Store Review Guidelines and the Terms & Conditions of the Apple Developer Program.
Once your app is fully compliant, resubmit your app for review.
Submitting apps that mislead or cheat customers may result in the termination of your Apple Developer Program account. Review the Terms & Conditions of the Apple Developer Program to learn more about our policies regarding termination.

Thank you for your reply. Your app’s review will require additional time as we take this new information into account. We do not require any further information about your app at this time.
Once we have thoroughly reviewed your app, we will either contact you in Resolution Center to communicate any issues found, or your app will be approved.

We found that our in app purchases for 20 countries were without included free trial but we showed trial text on subscription screen. That problem is now fixed. But we not sure was it a real problem they meant.

I can't add screenshot of our subscription screen but i sure you we are following all guidelines from apple.
We don't lie to our users and let him do every mentioned feature from the list.

Could someone please help us and tell what should we do to avoid consequences? For now i see only 1 option - ask review team to explain what exactly they didn't like about our app

It's not about that app, it's about your conduct. Clear your head and recognize you're the issue.

Once they flag devs/accounts like this, moving forward is not an easy task. They know to keep an eye on your account now.

Good luck.

  • This comment from KMT is old but it is so naive that it needs a reply.

Anyone having dealt with app review for longer period of time will run into weird decisions and trigger happy reviewers that either misunderstand the rules or misunderstand the app they are reviewing.

It might be the developer conduct that is the issue or it might not. Pretending App Review doesn't make mistakes is extremely ignorant.
