Does 3.1.1 In-App Purchase apply to bought currency?

In the App Store Review Guidelines 3.1.1 it says: Apps offering “loot boxes” or other mechanisms that provide randomized virtual items for purchase must disclose the odds of receiving each type of item to customers prior to purchase.

Does this only apply if you directly buy a loot box through In-App Purchase? Or does it also apply if you buy in-game currency through In-App Purchase which then can be used to buy loot boxes?

If it only applies to directly bought loot boxes through In-App Purchase isn't this very easily avoided by having a step between buying the currency and getting the loot box instead of giving having the option the buy the loot box directly.
It's the odds part that Apple is focused on - it's not about the path, it's about the risk. An exchange that hinges on a gamble. If there is no risk/gamble, then the admonition about odds doesn't apply.
