Hi,

i have been trying to register as Developer [ Individual / Sole Proprietor ] for Almost 3 months,
and i got this message:

Your enrollment in the Apple Developer Program could not be completed at this time.

hI, ALL YOU NEED TO CHECK IS THAT YOUR IPHONE AND IMAC HAVE THE SAME ID AND TWO FACTOR AUTHENTICATION ON BOTH DEVICES ARE ENABLE. IT WORKED FOR ME
