Discover Airplay devices not on the network

I am developing an app that is used to configure wireless, streaming amplifiers. The app currently redirects the user to the iPhone's settings to discover and setup Airplay devices on the network.

How does the Settings app discover Airplay devices that are not on the network? I would like to implement this in the app so that the user is no longer directed to leave the app to set up the amplifier.

A colleague found the answer. Discovery of Airplay devices not on the network would be done using the "Wireless Accessory Configuration Entitlement".
