Apple Enrollment Issue

Apple developer account Membership purchase for our enrollment always fails. We tried all possible pointers below but seems not ot go well at all,
  1. Create a new account and re-initiate

  2. Use different credit cards for payment

  3. use a US based card for payment

We need some help, anyone to help us ?

Where do you apply from ?
Is it a new enrolment or an update ?

There have been a lot of reports of developers outside US having similar issue, and unfortunately never got a clear answer about the cause…

Did you contact Apple support ?
I've seen the same thing. Been trying all combinations of credit cards, phone number, app/web, contact support and they just say "it failed". Process never gets to the payment stage, always "an unknown error occurred".
