Error while enrolling in Apple Developer Program

I've been trying to enroll myself as Individual in Apple Developer Program but I've been getting this error since last few weeks.

Exact error: Your enrollment in the Apple Developer Program could not be completed at this time.

  • I'm 18+

  • I'm from India

  • I've tried doing this with multiple accounts, getting the same issue

  • I've card added in my account(thought this can be the issue)

I've emailed Apple support and they've in the reply said that for one or more reasons you cannot be enrolled, but they didn't mention the reasons. It would be great if someone can help me on this. I've been working on an app and want to submit in the App Store, thanks!
