Opening Screen Saver Pane from Terminal in Big Sur

This fails for me in Big Sur:
Code Block 
open System/Library/PreferencePanes/DesktopScreenEffectsPref.prefPane


The pane opens, but the list of screensavers is blank.

Has anyone found a way to work around this?
