Does the Size limit refers to size of Sample.ipa/App Clips/Sample AppClip.app ?

But in the Sample App provided by apple FrutaBuildingAFeatureRichAppWithSwiftUI, App Clip Size is around 38 MB.

Is the app clip size restriction on the compressed or the uncompressed version of the IPA?

According to my knowledge, as the compressed version of app gets downloaded on the device, so I am thinking that the compressed IPA should be at most 10 MB. Am I correct?

The 10MB size limit refers to the size of the uncompressed, thinned variant of the App Clip.

When can we expect TestFlight to start accepting builds with App Clips? Currently, upon submitting we get error message about unsupported thing.

I found this misleading:

"The 10MB size limit refers to the size of the uncompressed, thinned variant of the App Clip."

It turns out the size limit applies to "Universal" variant not the device specific thinned version.

Nope, the 10MB limit is referred to uncompressed binary size.

There are mixed responses about the 10MB. Does anyone know if 10MB is applicable to the App Clip or to the whole App? Any refs to Apple official docs?
