How to agree newest license agreement?

I fail to debug my app on iPad. After login to https://developer.apple.com/account/#/overview/72FP29STTJ
I got below message. It seems I should agree a new license agreement. But I can not find neither the license agreement url nor agreement button.

Verify your identity and review the updated license agreement.
In order to access certain membership resources, you must accept the latest Apple Developer Program License Agreement agreement. Before reviewing, you’ll need to verify your identity using the Apple Developer app on your iPhone or iPad. Open the Apple Developer app, tap the Account tab, sign in with the Apple ID associated with your Apple Developer account, and follow the prompts. Once verification is complete, return to your account on the web.

I have the same issue, no agreement to sign, but I cannot post an app update.

I was able to find the agreement to sign in the Agreements section of app store connect. The banner that appeared on itunesconnect's main page linked to the developer.apple.com page, which didn't contain any agreements to sign, it was instead in the Agreements section of app store connect.
