Face and body anchor

Is it possible to extract the rig from the Apple robot and applied it to my own models?
I intend to create masks and body designs with Blender 2.83,
how can I anchor these objects so that they are placed superimposed on the face or body and follow the person's gestures and positions? what kind of files should I handle?
if possible using the minimum possible codes, I am not an expert programmer, your help will be much appreciated!
Here is an article from the ARKit documentation which explains how to rig your own 3D models for human body tracking. In the end you should get a USDZ file which contains your 3D model. You can then load and display this 3D model on top of a person. Here is a developer sample which you can modify to load your own 3D model: Capturing Body Motion in 3D
