I don't seem to be able to see the control panel, or add control panel items to the menu bar in Big Sur? Am I missing something or is it a glitch?

Seems to be a glitch. I had the same issue here. I could fix it by going to System Preferences -> Dock & Menu Bar and then unchecked the "Show in Menu Bar" box for "Fast user switching".

I did this, and successfully got my Control Panel to show. Now, however, I've lost my Spotlight.

Running Big Sur under VirtualBox I see no menubar items when running in 'Light' mode. If I switch to 'Dark' mode the menubar items become visible. However, selecting any of the menubar items causes the WindowManger to crash. This may be an artifact of VirtualBox and it's hardware model, but it's still a rather strange result.
@granada29 - I don't think it's an artifact of VirtualBox, because I'm seeing it in Parallels as well. It might be an artifact of virtualization, however.
In Dock and Menu Bar System Pref I disabled everything (unchecked) and the enabled (re-checked) all those items I wished to see, including Date/time, Control Center, wi-fi, Sound, Time Machine, etc. I then immediately logged out and then logged back in again. Voila. The menu bar is now working again the way I wish it to work ... so far.
