Where do I go to sign the new agreement??

Hi, eboy!
Go to developer.apple.com/ click 'Account' bar, login with your Apple ID and password. After you login, you will see text about Agreement on the top of the page. Click link and read through agreement, then sign it if you agree.

You'll also need to make sure you login as the Account Holder in order to accept the new agreement.
