Is there a way to view feedback that others have submitted, I thought I saw something talking about it a few months ago but I can find no such things now.
Nope, you cannot see the feedback of other users.
You can't, but some do fill them in the Open Radar too. Google it, can't include a link.

The other comment mentioned OpenRadar — which is unfortunately obsolete with the new Feedback Assistant format. You might also want to search from the Open Feedback Assistant.
OpenRadar actually has at least initial support, per this PR to the project, for re-posted Feedback Assistant reports now.
