7 Days Trying to Complete Enrollment With No Joy

Is there a problem with the Apple Developer Enrollment system?

It's been 7 days since I started to do the $99 registration and sadly it's not worked.
Each time I get an Order Acknowledgment but no deduction to my Credit Card or an error stating some form of problem.

I've raised the issue and got a response to contact my financial institution. Spent 15 minutes on call with my Financial institution who confirmed there is nothing wrong with my card, and in fact there has been no trace of a transaction from Apple.

I'm getting frantic now as I've got developers waiting for my developer account to process finalize an App for upload and testing.

Anyone know what's happening?

It's a known issue. Started December 2019.

I purchased a macbook and an iphone so that I could release apps for Apple too.

Such a waste as there is no way for me to enroll for the developer program.

Let me know if you find a solution but I don't think there is one
exactly the same problem that I have been facing for the past month and still no solution
Same issue for me, have no idea what else I can do. Apple doesn't reply to emails support and there is no phone number to call
