Unable to Swipe Away Notification Banners

Since I updated to the beta, if I'm in an app or on the home screen and I get a notification from another app and the banner pops down, I cannot swipe it away. I have to wait the couple seconds for it to go away automatically. At first I thought this was a change made from iOS 9 but, my friend said he's able to swipe it away no problem.

So then I tried turning my phone off and on again and was able to swipe up one notification, but never again. In retrospect, I think it was just good timing.

I don't think it's related, but I also cannot utalize the menu that incompasses Invisible ink, slam, gentle, etc. I have 3D touch, but it will not pop up no matter how long or hard I push. I figure that will fix itself when this update goes live.

However, the notification banners are so frustrating! Considering I was able to do it before the update.

I believe I just figured it out. You cannot swipe it up like before (placing your figure outside the notificaiton banner and swiping to the top). Now you have to have your figure ON the banner and swipe up. It's a small difference, but as someone who never put their finger directly on the banner... this was a huge difference. Ha!

Im also having this issue with imessage banners specifically. Others can be swiped away, but imessage ones are giving me fits.
