I've same problem. I've written to support. Below their answer.
"We are aware of this issue and are working diligently to resolve it as soon as possible. As long as you able to submit your app for review, I would disregard and proceed with the submission."
I have the same problem (today it's 4 October) and when does Apple will finally solve the problem.
I have never encountered this error before and submitting the app becomes urgent!

The poblem is that I can't even submit the app, it prevents me to do it despite their claim that we can disregard the error message.
I'm having the same issue as well, and I'm wondering when Apple will fix it now. I've never come across this mistake before, therefore I'm forced to submit the app right now!
