Feedback app says I'm not enrolled.

I have quite a lot of feedback to send regarding iOS 9.3, but the feedback app says I'm not enrolled in any beta program. I downloaded the config profile from the member center directly with the very same account I'm trying to log with into the Feedback Center app and OTA'd my phone/

So I'm using everything "officially" provided by Apple by the feedback center says I'm not authorized anyway.

What should I do? Should I open standard radars like always? The Feedback app makes it much nicer and easier to send feedback I'd prefer to use it, but if it thinks I'm not authorized...

Check your contracts/agreements - both in the Member Center and iTunes Connect.

I have the same problem. I tried Connect and the Member Center, but it still doesnt let me. I send Apple a mail. Maybe they know something we don't.

I had the same problem, after signing up here; http://beta.apple.com, it fixed the problem for me. Let me know.

I think it's because the feedback app hasn't been configured for developers only the public beta users.

I think you are right. When giving feedback in the assistant app, in the details section it describes everything about iOS 9.2.1, with 9.3 B1 running.
