For the people who see the "Submit" button greyed out, it's because there are 2 required sections of questions that should be shown but aren't shown: Export Compliance, and Content Rights. You can edit the HTML of the page to remove the appropriate "section ng-hide" occurrences (install Firebug on Firefox) so that you can fill those fields out; however, when you press the Submit button, the submitted content is still not quite correct (so you still see "Your app information could not be saved. Try again."). This looks like a bug on their webpage, so I would expect it to be fixed relatively soon.
Same her, i also sent an email and even called the itc-support. The first idea of the support was to reinstall the browser. Itested it on Windows 7 with Firefox and chrome and on mac osx el capitan with firefox and safari. The support then sent me a email in which he wanted me to tell them which browsers i used on which systems and i shold include screenshots and tell them the url i'm calling and the best would be also to send the source code of the html-page. Are they seriuos?
I just tried submitting my app again, and this time it worked! I think they fixed it!
Seems it's working again now. I just submitted succesfully for review.

5 Minutes ago it doesn't work with Safari (OS X). After that I submitted the app with Google Chrome (OS X, Version 46.0.2490.86). Everything is fine now. The app is now in state "Waiting for review". I don't know if Apple found the bug, or if the bug does not appear in Chrome. I have not used Chrome before together with iTunes Connect.

Facing the exact same problem. Have you managed to sort it out? How'd you do it?
If you are resubmitting (for example, after a previous rejection), it seems like this can be caused by adding additional in app purchases.
Our app binary was rejected, we uploaded a new one and while we were at it we added an additional in app purchase to the submission and some extra text to the app review information. All other in app purchases previously submitted remained "In Review" so we were literally just adding in another to the submission.
We got a 500 Internal Server Error when clicking submit (verified using FireFox dev tools). We tried Safari, Chrome, Firefox on Mac and PC - all up-to-date. Same behaviour.
We tried removing the extra new in-app purchase (and cut down the extra review text a little) from the submission and it immediately went through without a hitch. YMMV, but worth checking.
