I have a problem that when a lot of apps running in the background sometimes when the app receive push notification (local or remote) sometimes the notification arives without sound.
tested on iOS 9 GM
also hapenns on Whatsapp and Viber
scenario: open and background many apps then receive push notification.
about 1/3 receive without sound in this scenario
Had the exast same problem, but after I upgraded to iOS 9.1 beta 3, no longer observing this issue, at least during 5 days i have beta 3.
This is promising... can anyone else confirm this finding with 9.1 Beta 3?
Also I'm experiencing smoother motions and overall better performance (iphone 5).

Experienced issue on both an iPhone 5 and 6S Plus, so it's definitely not model-dependant.
All I can suggest is everyone needs to report this as a bug to Apple ASAP using this link:

We shouldn't have to wait til late October/early November for iOS 9.1 for a fix to this guys!!
Still having issues with notifications on Beta!
If you just updated an IOS to the latest version. Go to Settings, General, Reset, and Reset All Settings and it should be works. --Don't forget to backup first--
If it still doesn't work, Go to Settings, General, Reset, and erase all content and settings. And then restore your backup. Hope this helps.
Same here since ios 9 the notification not working for whatsapp specially
I'm having the same issue with sound notifications with viber and whatsapp since updating to ios 9. It's very inconvinient, this problem has been present for close to a month and it really needs to be fixed asap. First time I've considered leaving apple!
I have the same problem on both iPhone 6s and iPad Air. I tried everything: reset the phone installing iOS 9.01, 9.02, 9.1 beta 5, spending a lot of time without any result.

I resolved. Try to change the side switch to lock rotation, than to mute. I resolved with this.
Same here. I noticed it on my Gmail app but I guess it must be other, as well! Maybe when it's just unlocked and not locked? Will have to pay more attention to that part, but either way it's annoying. Also, my regular iPhone Mail function doesn't really EVER "push" the email, and I do have it set to that. It seems to only work when I touch Mail to open it. Grrrr.

This wil not work, as iPhones do not even have the ability in iOS 9 to change the side switch option.
Also people really need to stop saying to do a full reset/restore/etc... as it has been repeated time and time again and it has been clearly explained the the problem persists.
i tested sound notifications on my iphone 6 after updating to ios 9.1 beta 4 and everything works just fine with me but i have no info about beta 5 and i don't want to take the risk
