Balance Carried Forward

Anyone else missed out on Payments this month? My Payments and Reports section says Balance Carried Forward and I didnt even get the reports for May from Apple and all my other friends who are developers did already.

We can't our money for 3 months. Every payment date it says balance carried forward. What is going on?
