No way to accept Updated Program License Agreement

When I login to my Dev account, I get a banner that says "The updated Apple Developer Program License Agreement needs to be reviewed. In order to update your existing apps and submit new apps to the App Store, the Account Holder must review and accept the updated agreement."


However, when I go to Agreements, Tax, and Banking, I see both Free Apps and Paid Apps agreement, but when I click on View, there's nothing for me to accept. It's a pop-up window with a list of countries and a button at the end that says "Close". And that's it. No other action is possible. No other option either under the Action column.


So then how can I review and accept it?

Isn't there a button in the banner itself ?

I get this same message. No links in the message and no apparent way to agree in the Agreements section.

I'm the account holder. I went to the site you noted
(https://developer.apple.com/account), reviewed and agreed to the
agreement in the banner at the top, but the message noted in the OP is
still appearing at the top of App Store Connect for me.
It's fixed now for me. Just now, I was able to go into "Agreements, Tax, and Banking" and accept the agreement.
Having the same issue here. Still not solved for me. As sole user (Admin, Account Holder Role) I get no "View and Agree to Terms" button in Action column or any other possibility to agree.
Solved using a suggestion posted on Stack Overflow just few minutes after my previous reply:
  1. Login to your Apple developer account https://developer.apple.com/account

  2. Click "Review Summary" button on the top, read and accept the updated license agreement

  3. Go back to your App Store Connect, Agreements, Tax and Banking https://appstoreconnect.apple.com

  4. Click

  5. the "View and Agree to Terms" link in Action column, read and accept the updated agreement.
Answer by BPM (going to the account section) fixed it for me. Thanks.
This solved it for me. I had to go first to https://developer.apple.com/ and accept an agreement there. When I came back to the App Store Connect and refreshed it, the agreement now showed Active.
This is still an issue for me as well. Contacted Apple not getting any response. This is bad I have urgent updates to submit.

Hi to everyone,
I was facing the same problem today because I had to accept the new Terms and Agreement of Apple for paid apps.
It may be foolish, but I've just switched browser, I was looking the page on Chrome and it didn't work, so I changed to Edge and it worked.
So maybe try this and it could work.

Same issue, can't release updates because the Account Holder has to accept a new agreement but I am the Account Holder and I have already accepted the new agreement many weeks ago. This seems like a bug in App Store/Apple Developer that you can get stuck on?

Having same issue, i have already accepted but when i go back to appstoreconnect the message is still there and i can't add any apps!

Same issue, i am account holder and i accepted the new agreement on december 13. and i can see that info on my account page. still not able to create or update apps
