I am changing my app age rating from 4+ to 17+ but in the last section it ask two select in two option that is 1) keep existing rating , 2) reset rating when this version is released, which is the best option to select because in earlier submission my app

They're referring to the rating that customers give your app, not the age rating of the app. If you've gotten a lot of good reviews and ratings in the past, you probably want to keep the existing rating. If you've gotten a lot of bad reviews and ratings, you may want to reset the ratings.
