Afore updating to iPadOS 13 developer beta 8 yesterday I am no longer given an icon to lock notes stored on my local device -- that option still appears on Notes I'm storing in the cloud. Items that were previously locked & stored on my local iPad are no longer locked and I do not see an option to lock them.
What's going on? Is this a "new security feature" or a bug
