Will the next WatchOS 6.0 developer beta release will also include ECG app and support for Apple Watch 4 canadian users like me???

Possibly. Only way to find out is to wait for the next beta.
For now you have to unpair the Apple watch from your iPhone. The pair it back and restore from the backup. The ECG app will then appear on your watch. This worked for me. I'm running iOS 13 beta 5 on my iPhone X and watchOS 6 beta 5 on my series 4 Apple Watch.
