Cannot enable private browsing in Safari

I installed the iPadOS Beta today on my iPad and there's no button/control to enable private browsing in Safari. Anyone else have this issue?

Private browsing was working just fine on iOS 12.x before I updated to iPadOS Beta. I can also enable private browsing just fine on an iPhone running iOS 13 beta.

Swictch off the ScreenTime passcode and it should work. I had to disable screentime for private browsing to work. feedback has been filed.
