Catalina upgrade spinner graphics don't clear

After a while during Catalina upgrade the activity spinner does not clear graphics as it spins till the pattern of bars is a full circle. Upgrade does not progress. Machine is a 2017 iMac.

I had the same issue. Only way to get past is to boot in safe mode.

Exactly the same. Can boot into Safe mode all day long. Can perform normal Boot.
