“Downloading 1 item”?

I’m trying to install via iTunes, but it keeps telling me a software update is required to install. Now there’s a progress dialog in iTunes that says “Downloading 1 item” with the progress bar completely full, but nothing’s happening. Any ideas?

To install you need to ensure you have either of the following: Xcode 11 beta already installed or macOS 10.15 beta already installed.
