How to update address/country of apple developer account?
I provide information to Apple, but seems no one knows how to update it

I believe that is tied to the apple ID associated with that account, in which case see: appleid.apple.com
You have to contact Apple directly via https://developer.apple.com/contact/topic/select
That's probably because depending on the state of your business, they need some legal documents.
