I'm trying to use original_transaction_id and transaction_id to verify recipt.
Are in-app-purchase original_transaction_id and transaction_id unique only for a given app or product, or are they in fact globally unique?

They are globally unique. But they are 'shared' (in certain poorly described circumstances) with their counterparts on other devices that made the same purchase or with subsequent renewals of an autorenewable subscription.
