I also got this problem!
After resubmitting the bundle it also disappeared from App Store Connect, but this time even the email with error did not arrive. The bundle just disappeared and that's all.
If someone noticed that the problem disappeared or someone found a solution, please write here.
I have the same problem (Belarus). Was someone able to fix this problem?
Probably the problem is due to the App Store.
