I can connect from Catalina to Big Sur but not the other way around. Any settings I need to change? I think this started with Beta Four or Five

I got the message when starting MacOS 11 that some software was blocked when loading. I opened the system preferences, navigated to privacy, unlocked preferences and put checkmarks next to the software that was blocked. It said the mac had to restart but how do I know that what I did was effective. It still says "Some system software was blocked when loading." All items are now checked. How do I know it worked.
