I have not formatted any drive/partition APFS for use with Mojave. I have two external HD 4TB drives and 3 1TB SSD. The internal is a 500GB SSD. The only partitions that have been formatted APFS are for Catalina and Big Sur. I have a mix of both on both of the external HD drives and one of the SSD.
If you have the luxury of accessing an external drive with partitions, reformat one partition to standard extended and backup your Mojave partition to that partition. If necessary, delete the / a APFS partition (if you have extra or duplicate) and reformat. Then, run the disk repair on each of the individual APFS components. If one fails repair, skip to the next, then return to the one that failed. Reboot into Mojave.
Cannot guarantee that this will solve your problem, but it solved mine. When in Big Sur, the icon of the drive to select appears; when in Catalina or Mojave, the small icon with drive name beneath appears. I have no problem selecting any drive to boot. And Mojave, limited to a single "home" loads properly.

Beginning to show up on Reddit. Only two posts so far. Fortunately, considering the issue I had with Beta 3 and Voice in Spoken Content, I used CCC and made a bootable external. After two tries, erased and moved the original Beta 2 boot back to the internal drive.
See that there have been no comments or replies here with regard to Beta 3 issues. For the record, Beta 4 was posted shortly after 3. There is, however, a greater issue: Menus are blank, Time and Date do not appear, and Control Center appears to be broken.

Thanks for your update. The other thread with similar issues was posted on Reddit by AlphaBAMF 2 days ago.
The SpokenContent problem has nothing to do with Beta 4. Please review my post. I was concerned that skipping Beta 3 might be an issue but apparently not.
Apparently there is no fix. At least I haven't been able to find one. One suggestion was to locate the plist for Control Panel and delete it. Did not help me. Why I went back to Beta 2. Waiting for Beta 5. Why I always make a bootable backup to an external drive before installing a new Beta.
Solved with Beta 5.
