I take that back, it worked for approximately 2 days, then the UI stopped working, and never gave me the option to open the simulator. Updating to beta 8, simulator beta 3 also does not appear as an available simulator. When attempting to install manually by moving contents of the dmg of visionOS_1_beta_3_Simulator_Runtime.dmg to /Library/Developer/CoreSimulator/Profiles/Runtimes, the "Not compatible with..." message is displayed in Xcode Beta's Settings window.
