Something really weird is going on.
I'm located in Indonesia and have tried 3 US card, 1 German based, and about 8 Indonesian card. All failed.
The weirdest thing is some of these cards have successfully enrolled my friend in single try. Creating new account doesn't do anything—it's still automatically canceled.
What makes me furious is some developer from my country can enroll with their CC and immediately confirmed in 3 minutes after submission is processed.
I don't know what to do anymore. I have applied 32 times for the past 80 days.
This is so stupid.

you say a friend has gotten it right with "some of these cards", do you mean the same bank and account type, or the exact same actual cards (i.e. same card numbers) you tried? It might be worth checking with them how they have the card info stored in their Apple ID account EXACTLY i.e. the name on the card etc. and then comparing that to how they filled that in on the web order ...maybe there's some magic there we're all missing.

That's why this is so strange. I also been looking for that "magic". I've tried combinations of: different device
enroll on US working time
debit visa, debit mastercard, credit visa, credit mastercard
offline credit card, personal credit card
uppercase all name
uppercase all address
enroll in different device
change phone number format
call Apple Support > 10 times
...nothing works.
Most attempt also CANCELED at 12PM at my time—which if converted to CST (US Support timezone, is at 12AM midnight). It appears to be automated.
From what I see, the most problem came from: Indonesia
Russia
South Africa
Vietnam
Malaysia
US, Japan, Singapore, etc seems could enroll and be processed in few minutes.
Based on all that, my conclusion is Apple payment system didn't automatically process our payment for some of us. And support can't do anything about it because the payment is processed somewhere else.
The only solution is to make a big problem about this (maybe with [change dot org]? ) and make Apple fix it. Seems they are not aware of the problem as it's not as widespread and only happen to few individuals in different country.

My friend and I enrolled apple developer program with his credit card. He got through in few hours, mine doesn't.
@Hellboz I've considered that, but what about in app purchase? Taxes will be a nightmare with that.

For what it worth, I've tried 5 US based card (I'm from Indonesia). Borrowed all from Twitter friends. Nothing works. Something is weird.
Do you happen to resolve the issue? I can't do any work here because of this issue.
Tried restarting both devices, turning off VPN, resetting my phone from scratch, using thunderbolt cable.
Even with Wifi off on both devices and wired with thunderbolt cable, it still doesn't work.
Tested on M2 Macbook Air.
The same issue didn't happen. Strange. Mine is using the 16 M1 Pro.
Is this issue processor specific? Or something weird is happening on my local device?
Update: Tried on a fresh install M1 Air and XCode 15. It connects to iOS 17 devices without issue.
Would appreciate any help because I don't want to reset my work laptop just to be able to debug on device.

After 4 days of debugging console and a bit of research, I've fixed this issue. I believe the issue is related to my Mac / XCode because the same issue doesn't happen on fresh installed Mac.
The issue is XCode and iPhone couldn't connect because (I think) Developer Disk Image are corrupted / not found. Therefore they can't make a connection.
Solution: Fix corrupted / missing Developer Disk Image
So what I did:
Rename /Library/Developer to something else. Probably like /Library/Developers.
Make sure it's on the root path, not /Users/[mac_username]/Library/Developer folder as both folder have DeveloperDiskImage folder inside.
Restart XCode. /Library/Developer will populate again
If it doesn't work:
Also rename /Users/[mac_username]/Library/Developer folder
Unpair your phone and re-pair it again
Try restarting everything (Mac, Xcode, iPhone) just to be sure.
This is so hard to found because I've reinstalled XCode 5 times, but for some reason /Library/Developer are not invalidated from scratch.
