The user is required to allow Siri access to your shortcuts. I do not think there is a way around this. There is a ? button available when viewing your AppShortcuts in the Shortcuts app. Tap that to turn on Siri for your shortcuts. It is important to WAIT a few minutes, at least, before trying Siri. This is documented. Always wait after launching new build. Ten minutes maybe? Depends on memory available and things like that i imagine. HTH.
