Works for me over local connection to an IP at least.
Have you tried the usual things like checking the network settings, removing .GlobalPreferences.plist etc? Also, are you testing with something on a local IP/domain because if not it could even be iCloud Private Relay (had such a headache with all kinds of network stuff until I remembered it existed)?
