Additional information I forgot to include...
The file in question are within the file directory of the UI Test target - they aren't added to the Xcode project but are written to/read (most commonly) by UI tests
The behavior seems unique to my environment because other people on the repo don't experience this read issue
When I check with 'Get Info' in finder, the files have the expected read/write permission.
