We've had the same issue. I submitted to AppleCare Support on Friday.
I've confirmed this issue is fixed on beta 6.
I've confirmed this issue still exists on beta 5.

I actually found "Allow accessing web sites using TLS 1.0 and 1.1" setting in AC 2.13 beta 3.
Will it be removed in AC 2.13 GM?
I'm testing with device enrollment.
