This just happened to me as well. Here's what I did to fix. Open browser via incognito, I noticed I was able to add testers manually. So I closed incognito, went back to Apple Connect, logged out. Opened out inspector, went to "Application" and pressed "Clear Site Data". Then logged in again. It sent me a text with code and then pressed "Trust this Browser". Hope this helps.
