I hit the same error message.
Then I renewed my apple developer subscription, paid the annual fee and I got the same error message.
I waited an hour or two, then clicked on the link again. The message went away!
If you've just signed up for the developer program - wait a bit and retry later. Hopefully this works for other developers! And good luck getting your AVP dev kit. :)
