Found a possible solution.
I removed all automatic OS updates and rebooted my Mac.
Then I started a manual requests for finding OS updates.
A process called 'com.apple.NRD.UpdateBrainService' started and used about %100 CPU.
After I killed that process, the update appeared in my list.
