I can comfirm that the workaround reported elsewhere does work. Firstly turn off beta updates, then download and install Sequoia from the App Store. This is a tedious 14GByte download at the end of which you'll end up with version 24A335. You can then re-enable beta updates. I'm steering clear of developer updates for now, so I elected to install the current public beta, and I ended up with Sequoia 15.1 (24B5046f). All working fine now.

Exactly the same symptoms here - including being asked to enter MacOS password twice. You'd think Apple would have tested this stuff, wouldn't you? 🙄
