I just set up Sonoma in a Virtual machine only to find it is useless. I deleted it. I wanted to verify homekit and related automation in Sonoma. I can't even run the Home App without an AppleID. I can't even install xcode from the app store on the VM. What is the point of Apple VMs?
The only real option is to buy more physical Macs. Dual booting can't work because I need Ventura for most of my work.
Now I know why developers are so slow to support a new OS
