I contacted the Apple Support, but nobody could help me. The easiest solution is to reset the device, and a factory reset on iOS 16.0.3 solve the problem on my iPhone 13. When iCloud synchronised all files, photos and messages the cache grow up during the download and delete all other system data after. Reinstalling the device can take some time. It is important not to load a backup.
